I didn't see it specifically mentioned as forboten in the rules, and I can't remember past TW practices, but can you switch champions from one living warrior to another, provided adept or lower of course?

IMO, this statement makes it clear...

Once declared, the Champion is the Champion until graduation or death. Then, and only then, a "new" champion, as long as qualified, may be declared.

If a champion is declared the points score for that champion on the turn declared in the PA's? Or the turn after?

Champs must be declared in the persads by their manager. Their x2 starts the very turn they are declared in the PA. (presumes they meet all requirements of a champ that same turn)
